Joyner Tractor & Trailer Parking — Property Use Policy

1. Purpose

This Property Use Policy ("Policy") establishes the rules governing the use of Joyner Transportation & Logistic Services LLC's ("Joyner") tractor and trailer parking facilities ("Facility" or "Facilities"). This Policy applies to all parkers, drivers, and any other individual who accesses a Joyner Parking Facility. This Policy supplements and is incorporated into the Joyner Parking Agreement. Compliance with this Policy is a condition of continued access to Joyner Parking Facilities.

2. Permitted Uses

Joyner Parking Facilities are designated exclusively for the parking of commercial vehicles as described in the Parking Agreement. Permitted uses include:

• Parking of reserved commercial vehicles (tractors, trailers, and combinations) during the confirmed reservation period
• Driver rest breaks and mandatory HOS rest periods in the driver's cab
• Brief vehicle inspections and minor maintenance tasks (checking fluid levels, tire pressure, lights) that do not generate waste or fluids on Facility property
• Loading and unloading of drop trailers where this service is included in the reservation
• Use of Facility amenities (electrical hookups, lighting, restrooms) as included with the reservation

3. Prohibited Uses

The following uses of Joyner Parking Facilities are strictly prohibited:

3.1 Vehicle & Equipment Restrictions

• Parking vehicles not specified in the confirmed reservation without prior written authorization from Joyner
• Parking passenger vehicles, recreational vehicles, or non-commercial equipment without prior written authorization
• Subletting or sharing reserved parking spaces with third parties without Joyner's prior written consent
• Parking oversize or overweight vehicles that do not fit within standard designated spaces without prior arrangement and written approval
• Storing freight, cargo, or merchandise on Facility property outside of a trailer or container without written authorization

3.2 Maintenance & Repairs

• Performing major mechanical repairs, engine overhauls, brake replacements, or other significant maintenance work at the Facility
• Changing or disposing of engine oil, transmission fluid, coolant, or other vehicle fluids at the Facility — all fluid changes must be performed at an authorized service facility
• Leaving vehicle parts, tires, batteries, or other materials on Facility property
• Welding, cutting, or using open flame equipment at the Facility without prior written authorization

3.3 Environmental & Waste Restrictions

• Dumping or disposing of waste oil, fuel, coolant, sewage, garbage, or any other waste or hazardous material on Facility property — violators are responsible for all cleanup and remediation costs
• Excessive engine idling beyond applicable state anti-idling regulations (typically 5 minutes in most states) — Facility electrical hookups (where available) should be used instead of idling for climate control
• Discharging reefer unit exhaust in a manner that directs fumes toward other parked vehicles or occupied areas of the Facility
• Washing vehicles at the Facility unless a designated wash area is available and included in the reservation

3.4 Safety Restrictions

• Exceeding the posted speed limit within the Facility (typically 5 MPH)
• Blocking access lanes, other parked vehicles, facility entrances, exits, or emergency access points
• Parking in areas not designated for parking, including fire lanes, access lanes, and restricted areas
• Operating vehicles at the Facility while impaired by alcohol or controlled substances
• Storing or using flammable or hazardous materials at the Facility beyond what is contained in properly sealed vehicle tanks and cargo
• Operating generators or auxiliary power units (APUs) in a manner that creates excessive noise or fumes affecting other parkers or neighboring properties

3.5 General Property Restrictions

• Damaging, defacing, or tampering with Facility property, signage, lighting, fencing, security cameras, or access control equipment
• Leaving trash, debris, or personal property in Facility common areas
• Conducting commercial business operations from the Facility other than loading and unloading of reserved trailers
• Using the Facility address as a business address, mail delivery address, or registered agent address without written authorization
• Allowing unauthorized persons to access the Facility using Parker's access credentials

4. Parking Space Assignment

Joyner assigns parking spaces based on vehicle type, reservation, and Facility layout. Parker must park only in the designated space assigned at the time of reservation or as directed by Facility management. Parker may not move to a different space without Joyner's authorization. If Parker's assigned space is unavailable upon arrival, Parker must contact Joyner's parking team immediately for reassignment — Parker may not self-assign to an unoccupied space without authorization.

5. Abandoned Vehicles

A vehicle is considered abandoned if it remains at the Facility beyond the reservation period without payment, communication, or renewal authorization from Parker. Joyner will make reasonable attempts to contact Parker using the contact information provided at reservation before taking action on an abandoned vehicle. Vehicles determined to be abandoned after seven (7) days beyond the reservation period and following failed contact attempts may be towed from the Facility at Parker's expense and in accordance with applicable state abandoned vehicle laws.

6. Environmental Compliance

Parker is responsible for ensuring that all vehicles parked at the Facility do not have active fluid leaks that could contaminate Facility property or groundwater. Joyner reserves the right to require immediate removal of any vehicle with active fuel, oil, or fluid leaks that pose an environmental or safety risk. If a spill occurs, Parker must report it to Joyner immediately and is responsible for all cleanup costs and any regulatory fines or penalties resulting from the spill.

7. Enforcement

Violations of this Policy may result in:

• Written warning for first-time or minor violations
• Immediate removal of the offending vehicle from the Facility at Parker's expense
• Termination of the parking reservation without refund for serious or repeated violations
• Permanent ban from all Joyner Parking Facilities
• Recovery of cleanup, repair, or remediation costs from Parker
• Referral to law enforcement for criminal conduct or environmental violations

8. Changes to This Policy

Joyner may update this Policy at any time. Updated policies are posted at each Facility and on the Joyner website. Continued use of Joyner Parking Facilities after updates take effect constitutes acceptance of the revised Policy.
