Public Health Guidelines

1. Purpose

Joyner Transportation & Logistic Services LLC ("Joyner") is committed to maintaining safe and healthy conditions for its customers, employees, drivers, and service partners across all of its service environments. These Public Health Guidelines ("Guidelines") describe Joyner's baseline standards for public health practices in its transportation, logistics, warehousing, and facility operations. They apply to all Joyner service lines and all individuals who interact with Joyner's services, vehicles, and facilities.

2. Driver & Employee Illness Protocols

Joyner requires all employees, W-2 drivers, and active independent contractor service partners to adhere to the following illness protocols:

  • Do not work while symptomatic: Any employee, driver, or service partner experiencing symptoms of an acute infectious illness — including fever, chills, persistent cough, shortness of breath, vomiting, diarrhea, or other symptoms that may indicate a communicable disease — must not report for duty or perform any customer-facing service until symptom-free for the period recommended by current CDC guidance or applicable state health authority guidance.
  • Report illness while on duty: Any employee, driver, or service partner who develops symptoms of illness while on duty must immediately notify their supervisor or dispatch contact, cease customer-facing duties, and follow Joyner's return-to-work protocols.
  • Positive test notification: Employees, drivers, and service partners who test positive for a communicable disease that poses a risk of transmission in a transportation or warehouse environment must notify Joyner promptly and must not return to duty until cleared in accordance with applicable CDC and state health department guidance.
  • Return-to-work clearance: Return-to-work following illness is governed by Joyner's Employee Health Policy (available through Joyner One) and applicable public health authority guidance. Joyner reserves the right to require a healthcare provider clearance for return to duty following certain communicable illnesses.

3. Vehicle Sanitation Standards

Joyner maintains the following baseline vehicle sanitation standards for all Joyner-operated and Joyner-managed vehicles used in passenger and mobility services:

  • Regular cleaning and disinfection of high-touch surfaces — including door handles, seat belts, armrests, grab bars, and control panels — between service shifts or as frequently as operationally practicable
  • Provision of hand sanitizer (minimum 60% alcohol content) in shared passenger vehicles where space permits
  • Deep cleaning and disinfection of any vehicle in which an occupant reports or is known to have a confirmed communicable illness, prior to returning the vehicle to service
  • Proper ventilation during passenger trips, including use of vehicle HVAC fresh-air settings where available

4. Facility Sanitation Standards

Joyner maintains baseline sanitation standards at its managed facilities, including warehouses, tractor-trailer parking facilities, and office spaces:

  • Routine cleaning and disinfection of high-touch surfaces in common areas (restrooms, break rooms, entry points, shared equipment) on a scheduled basis
  • Availability of handwashing facilities with soap and water, and/or hand sanitizer stations, at facility entry and exit points and in common areas
  • Proper waste disposal practices consistent with applicable local health and sanitation codes
  • Pest control and food safety practices in warehousing facilities consistent with applicable regulatory requirements

5. Customer Health Responsibilities

Customers using Joyner passenger and mobility services are asked to:

  • Refrain from using Joyner passenger services if they are experiencing symptoms of a contagious illness that poses a material risk of transmission to the driver or other passengers
  • Notify Joyner promptly if they subsequently learn they tested positive for a communicable disease following a Joyner service, so that Joyner can take appropriate sanitation and notification steps
  • Follow any health and safety protocols required by applicable governmental authority during a declared public health emergency that affect their use of Joyner services

6. Public Health Emergencies

During a declared public health emergency — whether federal, state, or local — Joyner will comply with all applicable governmental orders, mandates, and public health authority guidance. This may include, without limitation:

  • Enhanced personal protective equipment (PPE) requirements for drivers and facility personnel
  • Passenger capacity limitations in shared vehicles
  • Modified operating hours or service area restrictions
  • Enhanced screening or health attestation requirements for drivers, employees, or customers
  • Temporary suspension or modification of specific service lines

Joyner reserves the right to modify, suspend, or limit any service as necessary to comply with governmental health orders, protect the health and safety of its personnel and customers, and fulfill its duty of care obligations. Service modifications made in good-faith compliance with governmental health orders will be treated as Force Majeure Events consistent with the Joyner Force Majeure Policy.

7. Vaccination

Joyner does not require vaccination as a condition of receiving Joyner services for customers. Any vaccination requirements applicable to Joyner employees or contractor personnel are addressed in Joyner's Employee Handbook and applicable HR policies, and are determined in accordance with applicable law and regulatory requirements (including DOT and FMCSA regulations where applicable).

8. Mental Health & Wellness

Joyner recognizes that public health encompasses mental health and overall wellbeing. Joyner employees and drivers have access to employee assistance resources through Joyner One. Customers experiencing a medical or mental health emergency during a Joyner service should direct the driver to stop at the nearest safe location and call 911 immediately.
