Joyner Tractor & Trailer Parking — Access & Conduct Policy

1. Purpose

This Access & Conduct Policy ("Policy") establishes the rules governing physical access to and conduct within Joyner Transportation & Logistic Services LLC's ("Joyner") tractor and trailer parking facilities ("Facility"). This Policy applies to all parkers, drivers, visitors, and any other person who enters or attempts to enter a Joyner Parking Facility. This Policy supplements and is incorporated into the Joyner Parking Agreement.

2. Access Authorization

Access to Joyner Parking Facilities is restricted to:

  • Parkers with confirmed, active reservations during their reservation period
  • Drivers and employees of Parker who are operating or accessing a reserved vehicle on Parker's behalf
  • Joyner employees, contractors, and authorized service providers
  • Law enforcement officers with valid authority
  • Visitors with prior written authorization from Joyner

All other persons are unauthorized and may be removed from the Facility and reported to law enforcement. Parker is responsible for ensuring that only authorized persons use Parker's access credentials to enter the Facility.

3. Access Methods

Joyner Parking Facilities use one or more of the following access control methods:

  • Gate access code: A unique numeric code provided to Parker at the time of reservation for use at the Facility entrance gate. Codes are specific to each reservation and must not be shared with unauthorized persons.
  • Access card / key fob: A physical access card or fob issued to Parker at the Facility. Lost or stolen cards must be reported to Joyner immediately. Parker is responsible for all access events associated with their card until it is reported lost or stolen and deactivated.
  • App-based access: Where available, Facility access may be controlled through the Joyner mobile app. Parker must keep the app updated and account credentials secure.
  • Manned gate: At facilities with staffed gates, Parker must present valid reservation confirmation and photo identification upon request.

Access credentials are non-transferable and may only be used by Parker and Parker's authorized drivers or employees. Sharing access credentials with unauthorized persons is a material breach of the Parking Agreement and grounds for immediate termination of parking privileges.

4. Operating Hours & Access Hours

Joyner Parking Facilities are generally available 24 hours a day, 7 days a week for parkers with active reservations, unless otherwise specified in the Facility description. Access outside of standard operating hours may be subject to limitations at certain Facilities. Joyner reserves the right to temporarily restrict Facility access for maintenance, emergency, or safety reasons, with notice provided to active parkers where practicable.

5. Vehicle Speed & Movement

  • Maximum speed within all Joyner Parking Facilities is 5 miles per hour unless a lower speed is posted
  • Drivers must yield to pedestrians at all times within the Facility
  • Backing maneuvers must be performed slowly and carefully — use a spotter where possible for large vehicle backing
  • Headlights must be used when operating within the Facility during low-light conditions
  • Drivers must follow all directional signs, traffic markings, and Facility staff directions

6. Conduct Standards

All persons within Joyner Parking Facilities must conduct themselves in a professional and respectful manner. The following conduct is prohibited:

6.1 Prohibited Personal Conduct

  • Threatening, intimidating, harassing, or assaulting any other person at the Facility
  • Using profane, abusive, or threatening language directed at other parkers, Joyner staff, or Facility visitors
  • Consuming alcohol or using controlled substances within the Facility
  • Operating a vehicle within the Facility while impaired by alcohol or controlled substances
  • Reckless driving, excessive speeding, or any conduct that endangers other persons or vehicles at the Facility
  • Soliciting other parkers, drivers, or visitors for commercial purposes without Joyner's prior written authorization
  • Unauthorized photography or recording of other parkers' vehicles, cargo, or persons

6.2 Prohibited Property-Related Conduct

  • Tampering with, damaging, or attempting to bypass any access control device, security camera, lighting system, or Facility equipment
  • Tampering with, entering, or attempting to enter another parker's vehicle or trailer without authorization
  • Removing, defacing, or obscuring posted signs, rules, or notices within the Facility
  • Placing locks, chains, or other devices on Facility gates, fences, or equipment
  • Dumping or disposing of waste, garbage, fluids, or materials anywhere on Facility property — see the Property Use Policy

6.3 Prohibited Security-Related Conduct

  • Allowing or facilitating unauthorized access to the Facility by any person or vehicle
  • Tailgating through access-controlled entry points without using valid credentials
  • Propping open, blocking, or disabling access-controlled gates or doors
  • Providing Facility access codes, cards, or credentials to unauthorized persons
  • Engaging in or facilitating any form of cargo theft, vehicle theft, or property crime at the Facility

7. Visitor Policy

Parker may have visitors (other drivers, dispatchers, or business associates) access the Facility only with prior written authorization from Joyner. Unauthorized visitors discovered at the Facility may be removed and Parker's parking privileges may be suspended or terminated. Parker is responsible for the conduct of any visitor accessing the Facility in connection with Parker's reservation.

8. Incidents & Emergencies

In the event of an emergency at the Facility — including fire, accident, medical emergency, or active crime — Parker must:

  • Call 911 immediately if there is an immediate threat to life, safety, or property
  • Contact Joyner's parking team or the Facility emergency contact number as soon as practicable
  • Not impede emergency vehicle access to the Facility
  • Follow instructions from Joyner staff, law enforcement, or emergency responders
  • Submit a written incident report to Joyner within 24 hours of the incident

9. Enforcement & Removal

Joyner reserves the right to:

  • Issue written warnings for first-time or minor violations of this Policy
  • Immediately remove any person from the Facility for conduct that endangers safety or violates this Policy
  • Immediately tow any vehicle blocking access lanes, fire lanes, or emergency access points — at Parker's expense
  • Terminate parking privileges without refund for serious, repeated, or criminal violations of this Policy
  • Permanently ban individuals or companies from all Joyner Parking Facilities for serious violations
  • Contact law enforcement for criminal conduct, including theft, vandalism, assault, or trespassing

10. No Trespassing

Joyner Parking Facilities are private property. Unauthorized persons who enter or remain on Facility property without a valid reservation or Joyner authorization are trespassing and may be reported to law enforcement and prosecuted under applicable state trespassing laws. Joyner reserves the right to post no-trespassing notices at its Facilities and to enforce its property rights to the fullest extent permitted by law.

11. Changes to This Policy

Joyner may update this Policy at any time. Updated policies are posted at each Facility and on the Joyner website. Continued use of Joyner Parking Facilities after updates constitutes acceptance of the revised Policy.

12. Dispute Resolution & Governing Law

All disputes arising out of or relating to this Policy are subject to the Joyner Arbitration & Dispute Resolution Policy. This Policy is governed by the laws of the State of Georgia.
